Minutes of Labour-Management Meeting

February 25, 2010

Next meeting is scheduled for Tuesday, March 9 at 9:00h, Giles will rent a boardroom at the airport, Bill Brown is planning to attend.

 

·        Clarify/update & communicate overtime process for excess measures

Management will issue a posting (to be reviewed by the union first) explaining that people who sign up for an overtime shift are expected to report for it- unless (1) they are advised by management that they are not required OR (2) they advise management, at least 48 hours before the start of the overtime, that they no longer wish this overtime

·        Update on H&S meetings(last meeting and next scheduled mtg)

Inspection done last week. Next scheduled JHSC meeting is March 17. Minutes of inspection to be typed by management.

·        Update on Union Boards

Bulletin board moved to XRT room. Will have a new one in break room when completed. There is one in existing lunch room and one in HBS room.

·        Update on acting SDM’s

They are not being used any more. Company will comply with cba is any are assigned temporarily.

·        Discussion surrounding new Screening officers doing pat downs.

Practice now changed. These employees were initially trained on physical search (pat downs) only in response to panic following Boxing Day underwear bomber. They are now fully trained in F1 (physical search, wanding, and front) and are receiving appropriate level of pay. The 1st group was trained Jan. 26-29 and the 2nd group Feb. 2-5. There were 19 people concerned.  Employer position is they receive higher rate of pay as soon as they complete F1 training.

·        Amount of hours scheduled for members in Vancouver(What are they being scheduled?)

SO’s in Vancouver were advised prior and given individual skeds. SO’s generally scheduled in accordance with CATSA needs, ie 8hrs at Vancouver.

·        Follow up on 6 individual grievances, had preliminary discussion and exchange of facts, further discussion to be held on March 9.

·        Policy Grievance # 8 date Feb 4, 2010(regarding overtime for excess hours)

·        Discussion on Aeroguard pay cycle/pay periods for 2009 & 2010…this is for issue concerning COLA & VRSC payment.

Pay cycle is: 1st pay period in April 2009 ended Sunday, April 12, 2009 and was paid on Thursday, April 16. This PP began on Monday, March 30. the 1st FULL pay period in April, 2009 ended on April 26. parties are in general agreement that the b-weekly amount for COLA and VRSC (FT) is $283.68. Issue is when it began- union says payment was delayed. 1st bonus payment was received on May 28, 2009 (with the pay for the period ending May 24, 2009), amount was $307.32 which is annual amount divided by 12.management says this was based on April, had to establish qualifying period. New policy is every 2nd pay period, this will start on April 29, 2010. Issue: what date should management have started the payments in 2009, and what if anything is owing if it’s established that they were late?

·        Other grievances & issues………..

PPL issue was raised. In the last shift bid there were 8PPL lines, only 4 were taken. Union advised mgmt that as per the cba these lines have to be posted. Management agreed to do so, they will be posted for 5 working days (Monday-Friday) as per the cba. Successful applicants will be required to fill PPL lines until next shift bid.

Olympic attendance bonus was discussed. To receive people will have to have attended all scheduled shifts unless book off justified AND verified (i.e. medical slip, etc.)
